Break the U.S. Blockade against Cuba!

Defend Cuba against any military attack by U.S. imperialism and its allies! But no political support for the Stalinist-Capitalist regime!

Statement by the Revolutionary Communist International Tendency (RCIT), 27 May 2026, www.thecommunists.net

 

1.            In early 2026 Washington imposed an oil and energy blockade against Cuba that has left the country facing crippling fuel shortages and widespread blackouts. More recently, the Trump Administration indicted Raúl Castro – the most important leader of the revolution in 1959 after his brother Fidel – for an incident which happened 30 years ago! Trump and his Secretary of State Marco Rubio, a right-wing warmonger linked to the “gusanos” (the pro-Yankee Cuban diaspora), have repeatedly threatened to attack and invade the island. Their goal is to either replace the regime or to transform it into a servant of U.S. imperialism – like they achieved it in Venezuela with the kidnapping of President Maduro and replacing him with the servile lackey Delcy Rodríguez.

2.            Washington’s offensive against Cuba is part of the new foreign policy strategy of American imperialism. As a declining Great Power, the U.S. is no longer in a position to act as global hegemon and is forced to focus its resources. In its National Security Strategy document, the U.S. declares that “America’s core foreign policy interests“ are securing the homeland and “to restore American preeminence in the Western Hemisphere.” Hence, Washington puts a lot of efforts to weaken more independent governments in Latin America, to replace them with loyal puppets and to roll back China’s influence which has become the biggest trading partner of the continent.

3.            It looks highly likely that U.S. imperialism (and Israel) is heading towards a strategic defeat in its war against Iran. Such a blow for the American-Zionist monster would be a huge victory not only for the Iranian people but for all oppressed peoples in the Middle East and globally. However, this war was caused not so much by strategic calculations of the White House but rather by Trump’s desperate attempts to regain popular support by “a short, victorious war”. Having failed in Iran, Trump might feel tempted to achieve such “a short, victorious war” against a much weaker enemy like Cuba – a small island off the coast of Florida – with a population of only 10 million people.

4.            While the U.S. is the biggest imperialist power in the world – beside China – Cuba is a small capitalist semi-colony. The revolution in 1959 – led by the petty-bourgeois guerilla movement M-26 – successfully overthrew the reactionary regime of Batista, a servant of American imperialism. Against their initial intentions and in face of massive threats by U.S. imperialism, Castro’s party fused with the Stalinist PSP, entered into an alliance with the USSR, nationalised the economy, expropriated American corporations and created a post-capitalist worker state. However, this was not a revolutionary workers state where the working class and poor peasantry held power but rather a workers state which was bureaucratically degenerated from the very beginning. It was a Stalinist one-party dictatorship resting on planned proletarian property relations. When Stalinism collapsed in 1989-91, the Castro regime was forced to look for alternative ways and eventually started to restore capitalism. Today, Cuba is dominated by a Stalinist-Capitalist regime which rests on an economy which is massively weakened by decades of U.S. sanctions and the loss of support by the USSR and which operates on the basis of the capitalist law of value (similar to China, Vietnam or Laos). This regime has imposed austerity programs against the working class and brutally suppresses pro-democracy mass protests (e.g. in 2021).

5.            In its foreign policy, the regime is aligned with Chinese and Russian imperialism. It would be completely delusional to imagine that this regime could seriously fight against U.S. imperialism by trying to organise and spearhead an anti-imperialist struggle across the continent. In fact, it is doubtful that they will even show resistance against U.S. imperialism with similar steadfastness like the Mullah regime in Iran.

6.            The Revolutionary Communist International Tendency (RCIT) defends Cuba against the imperialist aggression. We call for the immediate lifting of the oil and energy blockade against the island. In any military conflict between the U.S. and Cuban armed forces, we will side with the latter and advocate the defeat of U.S. imperialism. We say that Cuba has every right to seek material help from powers like China and Russia or from Latin American countries. At the same time, we warn against entering any alliance with such powers which endangers the country’s independence.

7.            However, we lend no political support for the Stalinist-Capitalist regime of Raúl Castro and Miguel Díaz-Canel. The Cuban proletariat needs to replace this regime by a workers and popular government based on councils and militias of the masses.

8.            The RCIT warns against the danger that – similar to Venezuela – the regime might capitulate, change a few figures at the top and switch its alignment from China and Russia to the U.S. Recent meetings of CIA Director John Ratcliffe with Cuban officials including with Raulito Rodriguez Castro, the grandson of former leader Raúl Castro, are a worrying signal that the imperialists could succeed in finding a local version of Delcy Rodríguez. While we would support any concrete step of anti-imperialist resistance by Havanna, Cuban workers must not trust this regime but arm themselves and build their own organs of powers.

9.            We call trade unions and popular organisations in Latin America to organise mass strikes and demonstrations in order to force “progressive” governments to take concrete steps against Trump’s plan to recolonise the continent. It is urgent to organise a continent-wide struggle to expel the U.S. military from their countries and to expropriate U.S. corporations. Likewise, it is the duty of mass organisations in North America and globally to protest against the U.S. aggression and to aid Cuba by any means necessary.

10.          We support efforts to break the blockade against Cuba and to bring humanitarian aid to the island. The Nuestra América Convoy has been an example for such aid. This convoy was organised by the Progressive International and CodePink – coalitions of Stalinist, populist and social democratic forces. While we support such initiatives which strive to undermine the imperialist blockade, we also warn against any illusions in Castro-Chavismo and bourgeois populism. The shameful capitulation without any resistance by the Venezuelan government of Delcy Rodríguez or the ongoing collaboration of Petro’s Colombia and Sheinbaum’s Mexico with the U.S. show that these forces are incapable of any consistent anti-imperialist struggle. We emphasise that only the creation of an alternative leadership – a new revolutionary workers’ party as part of a World Party of Socialist Revolution – will allow a consistent struggle to smash American and any other imperialism!
